Minimum price + bulk price update

1. my sellers are allowed to set the price
But i like my website have minimum set

for EX

i set the small file size = price 2.99 and 4X6 print = 3.99 from admin panel

now if seller want make cheaper get warning

2 . some times admin or seller want to change the photos prices by Category or select some ( 250 photos ) and it will be hard to do it one by one

i can see some option like this image


But i can not see changing price and if i change the all sell price from Royalty free - Prices this will affect to all other sellers

so any way we can do that easy way ?
