vat is still shown after 100% discount coupon

i tried today a 100% discount coupon on a client from europe. in europe we have the vat tax system.

the client has to pay 20% vat on each order. now he used the 100% discount, but there is still the vat from the original price.

does anyone have the same problem and solved it? if yes how?
